ABOUT VEHICLE REGISTRATION
Vehicle registration is essentially evidence that you have paid taxes and fees for driving a car on public roads legally.

How do I apply for a provisional driving licence?
Whilst you are learning to drive you will need a provisional licence in order to get behind the wheel of a car. At this stage you must be supervised by a qualified instructor, or a friend/family member, who has a full licence, and you are not allowed to drive on motorways. To apply for a provisional licence you can either make your application online, through the DVLA website, or go to the Post Office to make a postal application. If you apply online the price for a provisional licence is £34; a nine pound saving on the £43 charge to apply by post.
To apply for your provisional driving licence online you will need your passport number, and national insurance number to hand. You can apply online on the DVLA website.

DVLA – GENERAL INFO
The Driver and Vehicle Licensing Agency, or the DVLA, was formed in 1965. The county councils around the UK were originally responsible for vehicle registration, as per the Motor Car Act of 1903.
However, this system was changed in 1969, with central government control taking place and being initially based around the 180 local registration offices. By 1971, this number of offices had been reduced to just 81 and as of 2014, there are no local office to be found, due to money saving initiatives.

RECENT DRIVING LICENCE CHANGES
Since June 2015, the paper counterpart of a driving licence is no longer valid and is no longer issued by DVLA. Previously, the counterpart was produced to display details which did not fit on the photocard licence, such as the vehicle categories that you are entitled to drive and information on any endorsement/penalty points.
If you already have a paper counterpart, you can destroy it, but you need to keep hold of your photocard licence.

Paper driving licences which were issued before the introduction of the photocard in 1998 are still valid and should not be destroyed- you will be provided with a Photocard when you renew your licence.
Penalty points are now recorded electronically and won’t be written on photocard licences or paper driving licences.

If you drive for a living and your employer asks you to provide information on your driving records, you can access the Share Driving Licence service for free. You can use this service to generate a ‘check code’ to pass to the organisation which needs your details.
